185,000, 295,000 and 3.8 per cent: a tighter system tests the file
The 2026-27 settings are locked. For registered migration agents, the headline is not the number of places. It is what a more managed, more scrutinised system now expects your file to prove.

The program holds at 185,000, and the composition is the signal
Australia’s permanent Migration Program for 2026-27 is set at 185,000 places. Around 70 per cent sits in the Skill stream. The total is steady. The composition is the message. A 70:30 Skill to Family split confirms the preference for employer-sponsored, state-nominated and high-value skilled migration.
For registered migration agents, that means more of your work moves toward employer-linked and nomination pathways. Those matters are more document-intensive and more heavily scrutinised than a straightforward points-tested lodgement. The upside for skilled clients is real. So is the file-building burden.
The thresholds moved 3.8 per cent, and the margin for error shrank
From 1 July 2026, the skilled visa income thresholds rose by 3.8 per cent. The Core Skills Income Threshold is now AUD 79,499. The Specialist Skills Income Threshold is now AUD 146,717. The indexed figures apply to nominations lodged from 1 July.
A salary that cleared the threshold last month may not clear it now. And meeting the immigration threshold does not satisfy the separate requirement to demonstrate the applicable annual market salary rate. Two tests, not one. Confirm both before lodging a Subclass 482, 186 or 494 nomination.
This is the kind of quiet change that turns a routine nomination into a refused one. You probably checked the right number on the day. The real question is whether your file can prove you checked the right number on the day.
Education planning holds at 295,000 for two years
The National Planning Level for new overseas student commencements is 295,000 for 2026, and the Government has confirmed the same figure for 2027. Two years at one number gives the sector a planning horizon it has lacked.
For agents with student visa work, the certainty sits at sector level, not provider level. Allocation performance still shapes offshore processing priority. The weight falls on the Genuine Student assessment and the documentation behind it. That is a file-quality problem before it is a policy problem.
Europe is moving the other way
For agents advising on travel or working across European markets, two changes matter. The European Union’s Entry and Exit System has been fully operational across participating Schengen borders since 10 April 2026, recording entry and exit for non-EU short-stay travellers in place of manual stamping. ETIAS is not yet open. The official timetable still points to the final quarter of 2026 with no precise launch date. Some reports suggest a slip into 2027. Advise clients to avoid unofficial ETIAS websites until the system formally opens.
The pattern behind the numbers
Every setting this quarter points the same way. The system is more managed, more indexed and more closely watched. As the rules move, the question the Department and the regulator ask shifts. It moves from whether you gave good advice to whether you can prove the advice you gave, and when you gave it.
Care is not evidence. OMARA assesses what a file can prove, not the quality of the work you know you did. You checked the indexed threshold. You warned the client about the market salary rate. You confirmed the commencement date before they committed. If none of that sits on the file with a date against it, an investigation treats it as if it never happened.
This is what Built to RUN keeps returning to. A practice that is Regulated, Unified and Navigable is one where the work is provable by default. The PROOF Engine does the provable part for you: a tamper-evident, timestamped audit trail that records what was done and when, without you stopping to build a paper file. The settings will keep moving. What you control is whether your file can prove you moved with them.
Where does your practice stand right now
The RUN Readiness Assessment shows you, in a few minutes, how provable your practice would be under scrutiny.
