Rumours are filling the gap that certainty should occupy. Working holiday visa grants have stopped. Nobody in the sector can say with confidence when they will resume, or what comes next.<\/p>\n<p style=\"margin: 0 0 20px 0;\">This is the exact pattern the industry has been pointing out for some time. Sudden changes to immigration settings, followed by silence from Canberra. No explanation is offered in the gap, so agents, providers and students are left to read tea leaves instead of policy.<\/p>\n<h2 style=\"font-family: 'Playfair Display', Georgia, serif; font-size: 22px; color: #0f2540; margin: 35px 0 15px 0;\">Silence is not neutral<\/h2>\n<p style=\"margin: 0 0 20px 0;\">It is tempting to treat silence as a pause, a quiet period before an announcement. In practice it functions as a decision. Every week without clarity is a week where agents cannot plan intakes, providers cannot forecast enrolments and prospective students cannot commit to a pathway with any confidence.<\/p>\n<p style=\"margin: 0 0 20px 0;\">A once-thriving industry is now operating close to a standstill in parts of its pipeline. Not because demand disappeared, but because nobody can plan around a policy environment that changes without warning and then goes quiet for weeks at a time.<\/p>\n<h2 style=\"font-family: 'Playfair Display', Georgia, serif; font-size: 22px; color: #0f2540; margin: 35px 0 15px 0;\">The cost of not knowing<\/h2>\n<p style=\"margin: 0 0 20px 0;\">There is a particular kind of fatigue that sets in when a sector cannot tell the difference between a routine administrative delay and the early signs of another u-turn. This standstill may be described as a low-grade paranoia, a constant scanning for signals that may or may not mean anything.<\/p>\n<p style=\"margin: 0 0 20px 0;\">That is a hard way to run a business, and an even harder way to advise a client. The practical damage from prolonged uncertainty is at least as significant as the damage from any single policy change. Businesses can adapt to a new rule. It is much harder to adapt to not knowing when the next one is coming.<\/p>\n<p style=\"margin: 0 0 30px 0;\">For now, the sector waits.
