Home Affairs Minister Tony Burke confirmed applications from 24 countries are still being processed, just “more slowly than they were previously.” No explanation offered, and business and professionals are left scratching their heads again.

Nobody in government is asking who fills the odd jobs, the fruit picking, the hospitality shifts, the tour guiding, during the upcoming season.

It is the same tragicomedy we already watched play out in international education. We now see the same reasoning being applied to the WHV visa. Burke said that some of the worst operators, unwilling to meet improved worker protections under the Pacific Australia Labour Mobility (PALM) scheme, will just switch to backpackers instead. That is the same reasoning used against international education. Squeeze the whole visa category on principle.

Political management of migration keeps being framed around Net Overseas Migration, and NOM is the wrong number to manage against. NOM fell to 301,000 in 2025, down from 306,000 the year before.

Matt Canavan says the real problem is an “unprecedented surge in student visas.” That framing is three years out of date. The surge he is describing already happened, already got managed down, and the sector is still absorbing the damage. Even a modest decrease out of international education means either shutting down ELICOS and VET almost entirely or gutting Higher Ed enrolments, the same Higher Ed sector that funds the public university system the government relies on.

The same pattern turns up in the housing debate. Coalition frontbencher Andrew Bragg has floated cutting net overseas migration to 180,000 a year through what he called modest reductions to student, working holiday and post study visas, a mix he says would bring housing supply back in line with population growth. Treating a visa number as a housing lever assumes a link that does not exist, the same assumption behind treating a protection visa outcome as something caused by the visa product or provider that brought someone to the country in the first place.

Australia does not have Europe’s or the United States’ migration problem. Nobody is crossing a land border illegally in the hundreds of thousands. The 120,000 or so people sitting on temporary visas waiting for a decision are not a political failure, they are a departmental one. That backlog sits with processing capacity, not with the visa settings themselves.

If there is a genuine problem worth political attention, it sits with partner and protection visas, not the categories currently being targeted. Most partner visa applicants using the onshore pathway are doing so as a last resort, often with limited education and limited English. Protection visa applications should not be available onshore at all. Anyone travelling to Australia already holds a visa. On that visa, they declared sufficient funds and a stated purpose. Students, visitors and WHV holders should be excluded from lodging protection visa applications once they are already here. If the purpose of the visa held changes, that is a different conversation, and it should not be resolved by converting a visitor or student visa into a protection claim after arrival.

The Australian Industry Group has called this a global war for talent. Australia needs a skilled and short term workforce. The Minerals Council says its members need 40,000 new migrant workers over the next three years just to resource projects already approved. The Chamber of Minerals and Energy WA says the sector cannot afford to go backwards. This is not a fringe position. It is the mainstream industry view, and it is being ignored in favour of headline numbers.

The economics of this are not complicated. Less income means less spending. International students, backpackers and tourists are a direct injection of consumer spending into the Australian economy. Restrict that flow and you are not fixing a migration problem, you are cutting the cash flow that keeps regional towns, hospitality and agriculture running. What follows is not less migration pressure, it is more rules, more processing backlog, and a public service that will not move any faster because of it.

Sources: Australian Bureau of Statistics; SBS News, “Not where the problems are: Working holiday visa slowdown divides parties,” 16 August 2026; ABC News, “Mining, business leaders warn immigration changes could discourage skilled migrant workers,” 17 August 2026.

#AustralianMigration #WorkingHolidayVisa #NOM #MigrationPolicy #InternationalEducation #PALMScheme #SkilledMigration #AusPol

The WHV slowdown is not a mystery.
