The migration numbers that matter are elsewhere.

The Albanese Government has confirmed the National Planning Level for international student commencements will not rise in 2027. The cap holds at 295,000, the same figure as 2026, and the announcement is framed as sustainability and certainty for the sector. That framing is worth reading past, because the number in the headline is not the number doing the work.

A cap you are already under

Read past the headline and the constraint softens. Current tracking has commencements sitting below the cap for both 2026 and 2027. Commencements this year are down 8 per cent on the same period in 2025 and 13 per cent below 2019. A ceiling you are not touching does not shape behaviour. It signals intent.

There is a mechanical reason numbers sit below it. The settings that actually throttle intake are already in place. Standalone ELICOS sits outside the National Planning Level entirely, and VET size is shaped through visa processing rather than allocation. For both, the cap was never the lever.

The 25 per cent rise in student visa charges and the pattern of offshore refusals, concentrated on ELICOS and VET, do the throttling instead. They already function as a de facto freeze. The National Planning Level is not holding numbers down. Fees and processing are, and they were doing it before this announcement landed.

The number that actually binds the government

Commencements are not the metric ministers are accountable for. Net overseas migration is. NOM is the net long-term movement of people into and out of Australia across every visa category, not the count of new student enrolments. The Prime Minister has committed to bringing it to 245,000 in 2026-27 and 225,000 from 2027-28. Student commencements are one input into that figure. They are not the largest one.

      <rect x="0" y="0" width="800" height="470" fill="#faf8f3"/>
      <text x="40" y="52" font-family="'Playfair Display', Georgia, serif" font-size="30" font-weight="700" fill="#0f2540">Where the migration pressure actually sits</text>
      <text x="40" y="84" font-family="'DM Sans', Arial, sans-serif" font-size="16" fill="#5a6b7e">Backlog stocks feeding net overseas migration, approximate</text>
      <text x="40" y="150" font-family="'DM Sans', Arial, sans-serif" font-size="16" font-weight="600" fill="#0f2540">Partner visa backlog</text>
      <rect x="40" y="162" width="565" height="40" rx="4" fill="#f07500"/>
      <text x="617" y="188" font-family="'DM Sans', Arial, sans-serif" font-size="19" font-weight="700" fill="#0f2540">~120,000</text>
      <text x="40" y="248" font-family="'DM Sans', Arial, sans-serif" font-size="16" font-weight="600" fill="#0f2540">Onshore asylum refused at primary, not departed</text>
      <rect x="40" y="260" width="508" height="40" rx="4" fill="#0f2540"/>
      <text x="560" y="286" font-family="'DM Sans', Arial, sans-serif" font-size="19" font-weight="700" fill="#0f2540">~108,000</text>
      <text x="40" y="346" font-family="'DM Sans', Arial, sans-serif" font-size="16" font-weight="600" fill="#0f2540">Refused at primary and the Administrative Review Tribunal</text>
      <rect x="40" y="358" width="320" height="40" rx="4" fill="#c8973a"/>
      <text x="372" y="384" font-family="'DM Sans', Arial, sans-serif" font-size="19" font-weight="700" fill="#0f2540">68,000+</text>
      <line x1="40" y1="424" x2="760" y2="424" stroke="#e2ddd2" stroke-width="1"/>
      <text x="40" y="450" font-family="'DM Sans', Arial, sans-serif" font-size="14" fill="#5a6b7e">Annual net overseas migration target: 245,000 in 2026-27, falling to 225,000 from 2027-28</text>

Backlog figures are approximate stocks, not annual flows. That backlog is now approaching 120,000, a large share of it illegally engineered, and every grant flows directly into net migration.

The second is the onshore protection caseload. Around 108,000 people refused at the primary stage have not departed. More than 68,000 have now been refused at both the primary stage and the Administrative Review Tribunal. Returns and removals are the lever that moves this, and it is the slowest and most expensive lever in the system.

These are backlog stocks, not annual flows, so they do not map one to one onto a single year of NOM. But they sit inside the same net figure the government has staked a target on, and they are far harder to shift than a student cap.

The freeze is not a tightening

The 295,000 headline is frozen. The count underneath it is being widened.

From 2027, students at TAFE institutes and students in VET courses at public universities are exempt from the National Planning Level entirely. They are no longer counted against it. Larger VET providers, other than TAFE, receive around 3.5 per cent growth on their 2026 allocation. Standalone ELICOS and non-award courses remain exempt, as they were.

The fee structure points the same way. General student and temporary graduate visa charges rise 25 per cent, while lower rates are retained or introduced for Pacific and Timor-Leste students, ASEAN students, standalone ELICOS and non-award courses. That is not uniform pressure.
