It is the sum of a public-university surplus and a private-sector contraction. Calling it growth without naming the composition obscures what is happening underneath.

Two. The concentration risk inside the public surplus is severe. UNSW itself called the 2025 result a “temporary set of circumstances” reflecting post-Covid demand and ranking strength, conditions already correcting in 2026. The NSW Auditor-General flagged that without Chinese student revenue at Sydney and UNSW, the NSW sector’s $583 million surplus in 2024 would have been a $1.754 billion deficit.

Three. The public universities are not the villains. They responded rationally to the settings in front of them. The settings are the question. Direction 107, then Direction 111, then the fee structure, then the evidence levels: each one tilts the field further. The private sector did not lose to the public sector on quality. It lost on policy.

If the goal of the National Planning Levels was to manage migration, it has been achieved through a mechanism that picks winners and losers inside the sector rather than reducing overall demand evenly. The composition of the $55 billion tells us who was chosen.

Worth asking, before the May Budget settings land: is this the export industry the country meant to build?

Sources

ABS International Trade: Supplementary Information, Calendar Year 2025 (30 April 2026)

NSW Audit Office, Universities 2024 report

SPRE / Alan Olsen analysis, www.spre.com.au

English Australia Market Analysis Report, ICEF Monitor coverage

DHA student visa application and grant data 2025

Inside International Education is published fortnightly by Jan Karel Bejcek, founder of Educli.

Built to RUN returns next Saturday with the operational angle for agents working at the receiving end of these settings.

#InternationalEducation #AustralianUniversities #EducationPolicy #ELICOS #VET #StudentVisa #HigherEducation #NSWUniversities #PolicyAnalysis #ExportEconomy

Inside International Education · Issue Where the money actually flows A $55 billion export, two universities, and the composition nobody […]

[131

post-17911","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-international-education
<!-- This site is optimized with the Yoast SEO plugin v28.6 -
