These metrics determine a provider\u2019s <strong>Evidence Level<\/strong>, which ultimately influences visa processing behaviour.<\/p>\n\n\n\n<p>But after analysing the model, an important question arose:<\/p>\n\n\n\n<p><strong>Is it reasonable to hold providers responsible for outcomes they cannot fully control?<\/strong><\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>1 Genuine Student assessment<\/strong><\/h3>\n\n\n\n<p>A large share of refusals today are based on <strong>Genuine Student (GS)<\/strong> assessments. This is reasonable to some extent as providers are expected to screen applicants and assess intent.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>2 Fraud refusals and visa cancellations<\/strong><\/h3>\n\n\n\n<p>Fraud findings carry the <strong>largest weighting in the model (40%)<\/strong>.<\/p>\n\n\n\n<p>However, providers often receive <strong>no notification before or during these decisions<\/strong>. Without visibility into these cases, providers have <strong>no opportunity to mitigate or intervene<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>3 The most unusual indicators<\/strong><\/h3>\n\n\n\n<p>Two indicators are particularly difficult for providers to influence:<\/p>\n\n\n\n<p>-&gt; students becoming <strong>unlawful non-citizens<\/strong><strong><br><\/strong>-&gt; students later applying for <strong>Protection visas<\/strong><\/p>\n\n\n\n<p>These events typically occur <strong>after a student\u2019s visa expires or long after they leave their course<\/strong>. At that stage, the student is <strong>no longer under the provider\u2019s supervision<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The core issue<\/strong><\/h3>\n\n\n\n<p>The model appears to assume that providers influence <strong>the entire immigration lifecycle of a student<\/strong>.<\/p>\n\n\n\n<p>In reality, providers control only a small part of that process:<\/p>\n\n\n\n<p>&#8211; admissions screening<br>&#8211; course delivery<br>&#8211; compliance while the student is enrolled<\/p>\n\n\n\n<p>Everything else, visa decisions, fraud findings, post-study behaviour, sits within the <strong>immigration system itself<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>The missing communication loop<\/strong><\/h3>\n\n\n\n<p>Another challenge is that providers often <strong>only discover these issues later in departmental reports<\/strong>, with little context explaining what occurred. This makes it difficult for providers to improve risk management or adjust recruitment practices.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A simple analogy<\/strong><\/h3>\n\n\n\n<p>Imagine selling someone a car. A few weeks later the driver receives a speeding ticket. Now imagine the government <strong>penalising the car dealer for that speeding offence<\/strong>.<\/p>\n\n\n\n<p>That would clearly make little sense.<\/p>\n\n\n\n<p>Yet some parts of the immigration risk model operate in a similar way &#8211; providers are assessed based on behaviour <strong>long after the student relationship has ended<\/strong>.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A possible policy question<\/strong><\/h3>\n\n\n\n<p>If the concern is students remaining unlawfully or lodging protection claims after study, there may be other tools available, such as:<\/p>\n\n\n\n<p>&#8211; tighter transition controls between visa categories<br>&#8211; specific visa conditions in higher-risk cases<br>&#8211; clearer communication loops with providers when risk events occur<\/p>\n\n\n\n<p>These measures would target <strong>actual immigration behaviour<\/strong>, rather than attributing those outcomes to education providers.<\/p>\n\n\n\n<p>What do you think?<\/p>\n\n\n\n<p>#InternationalEducation #StudentVisa #CRICOS #MigrationPolicy #EducationProviders #Compliance #Educli<\/p>\n","protected":false},"excerpt":{"rendered":"<p>In our previous post we unpacked how immigration risk is calculated for education providers.
