Dependents also face the same increase.<\/p>\n\n\n\n<p>But the real question is: was this increase actually necessary?<\/p>\n\n\n\n<p>The government has already made significant progress in reducing net overseas migration. Net migration fell to 306,000 in December 2024, down from the post-COVID peak of 555,000 in 2023. So why target the 485 visa program now?<\/p>\n\n\n\n<p>The numbers tell a story<\/p>\n\n\n\n<p>The number of Temporary Graduate visa holders has grown significantly:<\/p>\n\n\n\n<p>\u2022 December 2019: 89,000 holders<br>\u2022 December 2025: 225,751 holders<\/p>\n\n\n\n<p>That represents 154% growth since pre-COVID levels. However, this spike reflects past student visa grants, not current demand.<\/p>\n\n\n\n<p>These graduates arrived during the 2022\u20132023 border reopening, when Australia actively encouraged international students to return and help restart the economy.<\/p>\n\n\n\n<p>The student pipeline is already shrinking<\/p>\n\n\n\n<p>Recent data shows a sharp contraction:<\/p>\n\n\n\n<p>\u2022 Student visa lodgements down 26% (from ~600,000 to ~427,000)<br>\u2022 Temporary Graduate visa applications down 31%<br>\u2022 VET and ELICOS sectors down 50% year-on-year<br>\u2022 Offshore student visa grants down 12%<\/p>\n\n\n\n<p>In other words, the pipeline feeding future 485 visas is already declining rapidly. The current 225,000+ cohort onshore is simply a lagging indicator of decisions made several years ago.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">Who actually holds 485 visas?<\/h3>\n\n\n\n<p>The distribution of holders also reveals interesting dynamics.<\/p>\n\n\n\n<p>Top source countries include:<\/p>\n\n\n\n<p>\u2022 India \u2013 largest number of 485 holders (despite being #2 in student numbers)<br>\u2022 China \u2013 ranked #3 in 485 holders (despite being #1 in students)<br>\u2022 Nepal, Pakistan, Philippines, Sri Lanka also represent large cohorts<\/p>\n\n\n\n<p>South Asian countries together account for a significant share of 485 visa holders, reflecting strong demand for post-study work pathways.<\/p>\n\n\n\n<h3 class=\"wp-block-heading\">The 485 program has already been tightened<\/h3>\n\n\n\n<p>Several major policy changes were introduced in the past two years:<\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td>Date<\/td><td>Policy Change<\/td><\/tr><tr><td>2022\u201323<\/td><td>Government cleared backlog of 60,000+ visa applications<\/td><\/tr><tr><td>March 2024<\/td><td>English requirement increased from IELTS 6.0 \u2192 6.5<\/td><\/tr><tr><td>July 2024<\/td><td>Age limit reduced from 50 \u2192 35<\/td><\/tr><tr><td>July 2024<\/td><td>Visa durations shortened<\/td><\/tr><tr><td>July 2024<\/td><td>485 holders restricted from applying for further student visas onshore<\/td><\/tr><tr><td>March 2026<\/td><td>Application fee doubled to $4,600<\/td><\/tr><\/tbody><\/table><\/figure>\n\n\n\n<p>Taken together, these changes already reduced accessibility to the program significantly.<\/p>\n\n\n\n<p>So why double the fee?<\/p>\n\n\n\n<p>The policy rationale behind the increase has not been clearly explained.<\/p>\n\n\n\n<p>Several interpretations have been raised:<\/p>\n\n\n\n<p>\u2022 Revenue generation<br>\u2022 Demand suppression<br>\u2022 A broader migration reduction strategy<\/p>\n\n\n\n<p>But there is an important point to consider: Student visa lodgements are down 26%, and 485 applications are down 31%. The current 225,000+ 485 holders will not be affected by this change, because they already hold their visas.
