It\u2019s a <strong>fiscal modelling exercise<\/strong>.<\/p>\n\n\n\n<p>The proposal is explicitly based on<strong> the proposed reduction to some 240,000 new overseas student commencements per year<\/strong>. In other words, higher work hours are modelled <strong>because intake is reduced<\/strong>, not because the system is loosening.<\/p>\n\n\n\n<p>Let&#8217;s examine the numbers in detail:<\/p>\n\n\n\n<p><strong>&#8211; +$334m<\/strong> in the forward estimates<br>&#8211; <strong>~$1.4bn<\/strong> in additional tax revenue by 2035\u201336<br>= All derived from <strong>personal income tax<\/strong><strong><br><\/strong><\/p>\n\n\n\n<p>The income from students is modelled primarily as students being <strong>taxable workers<\/strong>, not as contributors to education exports, institutional sustainability, or long-term skills pipelines.<\/p>\n\n\n\n<p>What this means in practice:<\/p>\n\n\n\n<p><strong>For government<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fewer students<\/li>\n\n\n\n<li>More labour per student<\/li>\n\n\n\n<li>Higher tax yield per visa<br><\/li>\n<\/ul>\n\n\n\n<p><strong>For providers<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Higher work caps = higher compliance risk<\/li>\n\n\n\n<li>More scrutiny on attendance, progression, and course load<\/li>\n\n\n\n<li>\u201cWork-friendly\u201d marketing becomes riskier, not safer<br><\/li>\n<\/ul>\n\n\n\n<p><strong>For agents<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Genuine Student screening becomes critical<\/li>\n\n\n\n<li>Selling work rights as a benefit becomes dangerous<\/li>\n\n\n\n<li>Evidence quality matters more than volume<br><\/li>\n<\/ul>\n\n\n\n<p><strong>For students<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>More work hours = more scrutiny<\/li>\n\n\n\n<li>Harder entry<\/li>\n\n\n\n<li>Higher compliance expectations<br><\/li>\n<\/ul>\n\n\n\n<p><strong>Bottom line:<\/strong><strong><br><\/strong>Work rights would not have been expanded to benefit students.
