{"id":16940,"date":"2026-02-03T21:58:57","date_gmt":"2026-02-03T21:58:57","guid":{"rendered":"https:\/\/www.educli.com\/resources\/?p=16940"},"modified":"2026-03-02T00:09:55","modified_gmt":"2026-03-02T00:09:55","slug":"asqa-fees-are-rising-and-so-is-cost-of-non-compliance","status":"publish","type":"post","link":"https:\/\/www.educli.com\/resources\/asqa-fees-are-rising-and-so-is-cost-of-non-compliance\/","title":{"rendered":"ASQA Fees Are Rising and so is Cost of Non-compliance"},"content":{"rendered":"\n<p>ASQA has released its <strong>draft Cost Recovery Implementation Statement (CRIS) 2026\u201327<\/strong>, from <strong>1 July 2026<\/strong>, the proposed model means providers will carry <strong>greater financial exposure<\/strong> for how they manage compliance.&nbsp;<\/p>\n\n\n\n<p><em>(Note: Public consultation is open until <\/em><strong><em>27 February 2026<\/em><\/strong><em> with new\u00a0 fees are expected to apply from <\/em><strong><em>1 July 2026<\/em><\/strong><em>.)<\/em><\/p>\n\n\n\n<p>Here\u2019s what matters most for RTOs and CRICOS providers:<\/p>\n\n\n\n<p><strong>1. Annual Registration Charges (ARC) are rising<\/strong><\/p>\n\n\n\n<p>Across most tiers, the ARC is proposed to increase by <strong>~20%<\/strong>, and <strong>30\u201335%+<\/strong> for providers operating <strong>both NVR + CRICOS<\/strong>.<\/p>\n\n\n\n<p>This isn\u2019t a one-off cost &#8211; it\u2019s annual <strong>recurring cost<\/strong>, regardless of whether you have issues or not.<\/p>\n\n\n\n<p><strong>2. Compliance actions now come with fixed price tags<\/strong><\/p>\n\n\n\n<p>ASQA is moving away from hourly charging and towards <strong>fixed fees<\/strong> for things like:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Renewals<\/li>\n\n\n\n<li>scope changes<\/li>\n\n\n\n<li>Reassessments<\/li>\n\n\n\n<li>performance assessments<\/li>\n\n\n\n<li>complaints and investigations<br><\/li>\n<\/ul>\n\n\n\n<p>That means <strong>higher minimum costs per issue. <\/strong>A \u201csmall problem\u201d is no longer a small bill.<\/p>\n\n\n\n<p><strong>&nbsp;3. Course accreditation just got more expensive<\/strong><\/p>\n\n\n\n<p>Under the draft:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>New course accreditation costs increase by <strong>30%+<\/strong><\/li>\n\n\n\n<li>Amendments to accredited courses more than <strong>double<\/strong> in some cases<br><\/li>\n<\/ul>\n\n\n\n<p>This will directly affect:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>niche providers<\/li>\n\n\n\n<li>innovative programs<\/li>\n\n\n\n<li>frequent course updates<br><\/li>\n<\/ul>\n\n\n\n<p><strong>The real shift: compliance errors now have a price floor.<\/strong><\/p>\n\n\n\n<p>Historically, many providers relied on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Experience<\/li>\n\n\n\n<li>people<\/li>\n\n\n\n<li>reactive fixes<\/li>\n\n\n\n<li>\u201cwe\u2019ll deal with it if ASQA asks\u201d<br><\/li>\n<\/ul>\n\n\n\n<p>Under a <strong>fully cost-recovered regulator<\/strong>, that approach becomes risky. Compliance is no longer just: \u201cAre we compliant?\u201d It is shifting to; <strong>\u201cWhat does non-compliance cost us?\u201d<\/strong><\/p>\n\n\n\n<p>The next phase of regulation will favour providers who are:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Evidence-ready<\/li>\n\n\n\n<li>Data-driven<\/li>\n\n\n\n<li>systemised (not person-dependent)<\/li>\n\n\n\n<li>proactive, not reactive<\/li>\n<\/ul>\n\n\n\n<p>In short: <strong>compliance as an operating system, not a filing cabinet.<\/strong><\/p>\n\n\n\n<p>If you\u2019re a provider, now is the time to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>stress-test your compliance model<\/li>\n\n\n\n<li>understand your fee exposure<\/li>\n\n\n\n<li>and stop treating compliance as \u201cadmin\u201d<br><\/li>\n<\/ul>\n\n\n\n<p>Because from 2026 onwards, <strong>non-compliance won\u2019t just be risky &#8211; it will get expensive<\/strong>.<\/p>\n\n\n\n<p>Ready to see how compliant you really are?
