{"id":16565,"date":"2025-11-12T02:29:01","date_gmt":"2025-11-12T02:29:01","guid":{"rendered":"https:\/\/www.educli.com\/resources\/?p=16565"},"modified":"2026-03-02T03:01:17","modified_gmt":"2026-03-02T03:01:17","slug":"student-visa-integrity-alert-november-2025","status":"publish","type":"post","link":"https:\/\/www.educli.com\/resources\/student-visa-integrity-alert-november-2025\/","title":{"rendered":"Student Visa Integrity Alert November 2025"},"content":{"rendered":"\n<p>Critical notice for Education Providers and Agents from the Australia\u2019s Department of Home Affairs (DoHA).&nbsp;<\/p>\n\n\n\n<p>DoHA has released an Integrity Alert after identifying active attempts to exploit the Student Visa Program which are impacting provider compliance, visa outcomes, and market reputation.<\/p>\n\n\n\n<p>What\u2019s Happening<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Fraudulent passport details being used to obtain COEs, including in universities and Go8 institutions.<\/li>\n\n\n\n<li>Taking advantage of the Evidence Level (EL) for gaining enrolments for non-genuine students.<\/li>\n\n\n\n<li>Agents incentivised by some providers to submit applications without proper documents.<\/li>\n\n\n\n<li>Highest activity currently seen in South Asian markets since Evidence Levels changes at the end of September.<\/li>\n<\/ul>\n\n\n\n<p>It was noted by the DoHA that these practices undermine the sector and will lead to tougher scrutiny, slower processing, and serious compliance consequences for providers.<\/p>\n\n\n\n<p>Here are the actions that education providers and agents should take:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Assess whether students are genuine and pass the visa test<\/li>\n\n\n\n<li>Ensure timely, complete, and decision-ready visa applications<\/li>\n\n\n\n<li>Avoid submission of fraudulent documents<\/li>\n\n\n\n<li>Explain visa conditions and student visa compliance obligations<\/li>\n\n\n\n<li>Maintain strong screening, document verification, and agent oversight<\/li>\n<\/ul>\n\n\n\n<p>Admission Checklist:<\/p>\n\n\n\n<p>Identity Verification<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Collect passport with application<\/li>\n\n\n\n<li>Confirm passport details with PRISMS<\/li>\n\n\n\n<li>Cross-check passport origin with academic, financial, and employment documents<\/li>\n\n\n\n<li>Interview applicants, ideally via video, to confirm identity and intent<\/li>\n<\/ul>\n\n\n\n<p>English &amp; Financial Requirements<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>verify English level<\/li>\n\n\n\n<li>and financial capacity before issuing a COE<br><\/li>\n<\/ul>\n\n\n\n<p>Genuine Student (GS) Assessment<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthen GS checks and interviewing<\/li>\n\n\n\n<li>Only enrol students with legitimate study intentions<\/li>\n\n\n\n<li>Reject students who present inconsistencies or risky behaviour<\/li>\n<\/ul>\n\n\n\n<p>Monitor and act early:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Monitor sudden enrolment spikes<\/li>\n\n\n\n<li>Lack of information at the application stage<\/li>\n\n\n\n<li>Requests for change to enrolment<\/li>\n<\/ul>\n\n\n\n<p>Bottom Line<\/p>\n\n\n\n<p>When the Department updated the assessment levels in September, it was obvious this shift would invite misuse. The industry saw it coming long before policymakers acknowledged it.<\/p>\n\n\n\n<p>At this point, providers cannot rely on streamlined settings or assume the system will protect them.
