{"id":16546,"date":"2025-11-06T00:43:55","date_gmt":"2025-11-06T00:43:55","guid":{"rendered":"https:\/\/www.educli.com\/resources\/?p=16546"},"modified":"2026-03-02T03:01:17","modified_gmt":"2026-03-02T03:01:17","slug":"student-visa-changes-november-2025-what-we-know-so-far","status":"publish","type":"post","link":"https:\/\/www.educli.com\/resources\/student-visa-changes-november-2025-what-we-know-so-far\/","title":{"rendered":"Student visa changes November 2025 &#8211; what we know so far"},"content":{"rendered":"\n<h2 class=\"wp-block-heading\"><strong>What is confirmed<\/strong><\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>For the Student visa (subclass 500) (for study in Australia):<br>\n<ul class=\"wp-block-list\">\n<li>From 1 July 2025 the base visa application fee was increased to A$2,000\u00a0<\/li>\n\n\n\n<li>Work-rights remain restricted for most student visa holders to <strong>48 hours per fortnight while the course is in session<\/strong>, with exemptions for Masters by research or a Doctoral degree students<\/li>\n\n\n\n<li>Ministerial Direction No. 111 <em>prioritises<\/em> or <em>slow-process<\/em> student-visa applications for providers\u00a0<\/li>\n\n\n\n<li><em>Informal caps<\/em> for VET and Higher Ed providers are in place<br><\/li>\n<\/ul>\n<\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What\u2019s <\/strong><strong><em>coming<\/em><\/strong><strong>: proposed and important updates for agents &amp; providers<\/strong><\/h2>\n\n\n\n<ol class=\"wp-block-list\">\n<li>A further change is expected to take effect in <strong>mid-November 2025<\/strong> where a <em>third processing lane<\/em> may be introduced for institutions\/providers that have exceeded their quota, meaning their visa applications will be processed <em>even more slowly<\/em>.<a href=\"https:\/\/www.timeshighereducation.com\/news\/new-visa-processing-directive-store-australia?utm_source=chatgpt.com\"><br><\/a><\/li>\n\n\n\n<li>A <strong>proposal<\/strong> to <em>increase<\/em> the allowable work hours for student visa holders during terms from 48 hours to <strong>60 hours per fortnight<\/strong>, starting 1 July 2026 (if passed).<br>\n<ul class=\"wp-block-list\">\n<li>Agents \/ providers should keep this in mind for marketing (students often ask about how many hours they can work) but <em>not yet<\/em> assume it\u2019s current policy.<br><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li>Proposed enrolment planning levels for 2026 around <strong>295,000<\/strong> new international students.<br><\/li>\n<\/ol>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Key Compliance\/Operational Implications for Agents &amp; Providers<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Agents should ensure partner institutions are <em>aware of their quota status<\/em> and whether they are nearing or have exceeded their allocated places to avoid processing delays.<br><\/li>\n\n\n\n<li>Ensure all CoEs (Confirmation of Enrolment) are correct and aligned with the course of study.<br><\/li>\n\n\n\n<li>Work-hour limits remain in effect (48 hours\/fortnight) unless they are in a research masters or doctorate. Agents should not overpromise work rights.<br><\/li>\n\n\n\n<li>Students must be aware of high visa charges and high visa refusal rates and factor this in.<br><\/li>\n\n\n\n<li>Genuine student intent: provide robust documentation and evidence with visa applications.<\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What we <\/strong><strong><em>don\u2019t know yet<\/em><\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Changes to threshold criteria for visa processing.<br><\/li>\n\n\n\n<li>Whether the proposed working hours allowance of 60 hours\/fortnight will apply to all sectors or only some.<br><\/li>\n\n\n\n<li>Whether there will be new conditions for students transferring between courses (e.g., how early they can transfer).<br><\/li>\n\n\n\n<li>Change to Visa application fees for shorter courses.<br><\/li>\n<\/ul>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>What this means for your strategy<\/strong><\/h2>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Opportunity<\/strong>: Providers and agents who are well-compliant and have strong student support will be more attractive (because of processing priority).<br><\/li>\n\n\n\n<li><strong>Challenge<\/strong>: More competition among agents and providers for quota-space means you\u2019ll need to emphasise quality over quantity; agents need to be highly selective and compliance-focused.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>How Educli Helps<\/strong><\/h3>\n\n\n\n<p>Educli is built for the new compliance era.
