(Integrity and Other Measures) Bill 2025<\/strong> to Parliament.<\/p>\n\n\n\n<p>The Bill aims to change important laws about education, international students, and family support<\/p>\n\n\n\n<p><strong>Key Highlights<\/strong><\/p>\n\n\n\n<p><strong>Amendments to the ESOS Act<\/strong><strong><br><\/strong> This Bill follows the Government\u2019s previous, unsuccessful attempt to pass the <em>Education Services for Overseas Students Amendment (Quality and Integrity) Bill 2024<\/em>, which faced opposition over proposed Ministerial powers to impose student caps.<\/p>\n\n\n\n<p>Notably, all references to <strong>enrolment limits<\/strong> at provider and course levels (Part 7 of the 2024 Bill) have been <strong>removed<\/strong>.<br>According to the Explanatory Memorandum:<\/p>\n\n\n\n<p>\u201cParts 1\u20137 of Schedule 1 are substantially the same as Parts 1\u20136 and 8 of the 2024 Bill.\u201d<\/p>\n\n\n\n<p>Minor refinements have been made to clarify ambiguous terms in Parts 4 and 5 of Schedule 1.<\/p>\n\n\n\n<p><strong>Changes to the TEQSA Act \u2013 Offshore Course Delivery<\/strong><strong><br><\/strong> Part 9 of the Bill focuses on <strong>transnational education<\/strong>, introducing new requirements for Australian higher education providers offering courses offshore.<\/p>\n\n\n\n<p>A key change stipulates that:<\/p>\n\n\n\n<p>\u201cRegistered higher education providers must be authorised to offer or confer Australian higher education awards for Australian courses of study provided at offshore premises.\u201d<\/p>\n\n\n\n<p>Additional provisions outline how providers can apply for this authorisation and what ongoing <strong>reporting obligations<\/strong> will apply.<\/p>\n\n\n\n<hr
