{"id":16245,"date":"2025-08-12T09:13:25","date_gmt":"2025-08-12T09:13:25","guid":{"rendered":"https:\/\/educli.com\/resources\/?p=16245"},"modified":"2026-03-02T03:02:21","modified_gmt":"2026-03-02T03:02:21","slug":"one-year-into-australias-international-student-reforms","status":"publish","type":"post","link":"https:\/\/www.educli.com\/resources\/one-year-into-australias-international-student-reforms\/","title":{"rendered":"One Year into Australia\u2019s International Student Reforms"},"content":{"rendered":"\n<p>We have prepared an overview of Australia\u2019s international student landscape over the past year, and it may be deeply concerning.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Visa Grants &amp; Enrollment Trends<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Between <strong>October 2023 and August 2024<\/strong>, Australia issued just <strong>298,000 study visas<\/strong>, a <strong>38% drop<\/strong> from the same period the previous year.<br><\/li>\n\n\n\n<li>Nonetheless, the <strong>total international student population<\/strong> continued to grow, reaching <strong>853,045 in 2024<\/strong>, largely due to existing visa holders and commencements.<br><\/li>\n\n\n\n<li>On <strong>June 30, 2024<\/strong>, there were <strong>608,262 international student visa holders<\/strong> residing in Australia, a <strong>7% increase from the year prior.<\/strong><br><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Visa Approval Rates &amp; Policy Shifts<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Approval rates have dropped sharply. In the second half of 2023 (to December), only <strong>80.9%<\/strong> of student visa applications were granted, the <strong>lowest since 2005\u201106.<\/strong><br><\/li>\n\n\n\n<li>Key reforms introduced in between 2024 and 2025 included a visa fee increase (to $2,000), tighter English test and financial requirements, and new age limitations for Temporary Graduate visas.<br><\/li>\n\n\n\n<li>Ministerial directions have also prioritised applications based on \u201crisk\u201d, contributing to refusal rates climbing from around 5% (higher ed) to over 40% for VET and ELICOS.<br><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Impact on Providers and Students<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The caps and rising visa scrutiny have had tangible consequences: some training providers reported enrolment cuts of up to 60%, leading to layoffs. Several key providers closed their doors.<br><\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading\"><strong>Looking Ahead to 2026 and Beyond<\/strong><\/h4>\n\n\n\n<ul class=\"wp-block-list\">\n<li>The Albanese government has increased the international student cap to <strong>295,000 new placements<\/strong> in 2025, up from around <strong>270,000 in 2024<\/strong>, with a stated focus on sustainable growth and a stronger intake from <strong>South-east Asian markets<\/strong>.<br><\/li>\n\n\n\n<li>At the same time, a significant cohort of temporary visa holders, including more than <strong>100,000 COVID visa and Working Holiday visa holders<\/strong>, is expected to depart by the end of 2025.<br><\/li>\n\n\n\n<li>In the VET and ELICOS sectors, enrolments have fallen by as much as <strong>49%<\/strong>, eroding the traditional pathway into higher education courses and impacting long-term student pipelines.<\/li>\n<\/ul>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>What This Means for Stakeholders?<\/strong><\/h3>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>More Competition, Higher Stakes<\/strong>: With stricter criteria and caps, the pathway to studying in Australia has become more competitive.<br><\/li>\n\n\n\n<li><strong>Strategy Is Everything<\/strong>: Timing, application strength, English scores, and financial proof, these elements now determine success more than ever.<br><\/li>\n\n\n\n<li><strong>Stay Agile<\/strong>: Keep abreast of changing caps, fee structures, and policy shifts; these may affect planning, especially for alternative or regional pathways.<\/li>\n<\/ul>\n\n\n\n<p>#StudentVisaAustralia #InternationalStudentCap #StudyInAustralia #MigrationAustralia #InternationalEducation #StudentVisaChanges #EducationPathways #Educli #edtech<\/p>\n","protected":false},"excerpt":{"rendered":"<p>We have prepared an overview of Australia\u2019s international student landscape over the past year, and it may be deeply concerning.
