{"id":12880,"date":"2021-10-21T20:42:50","date_gmt":"2021-10-21T20:42:50","guid":{"rendered":"https:\/\/www.educli.com\/blog\/?p=12880"},"modified":"2026-03-03T11:14:53","modified_gmt":"2026-03-03T11:14:53","slug":"us-legislative-amendments-aim-to-clarify-use-of-agents-in-international-student-recruitment","status":"publish","type":"post","link":"https:\/\/www.educli.com\/resources\/us-legislative-amendments-aim-to-clarify-use-of-agents-in-international-student-recruitment\/","title":{"rendered":"US legislative amendments aim to clarify use of agents in international student recruitment"},"content":{"rendered":"<p>Efforts are underway to have the US Department of Veterans Affairs (VA) amend new legislation passed in June 2021 \u2013 the THRIVE Act \u2013 whose wording, in one section, appears to present a barrier for American higher education institutions in using education agents for international student recruitment.<\/p>\n<p>The potential implications of the THRIVE Act naturally provoked alarm in higher education circles across the country, not to mention among agents. Nearly half of 294 US institutions\u00a0<a class=\"gtrackexternal\" href=\"https:\/\/www.airc-education.org\/news-and-updates\/airc-nacac-survey-provides-insights-into-institution-agency-partnerships\" target=\"_blank\" rel=\"noreferrer noopener\">surveyed recently<\/a>\u00a0by the American International Recruitment Council (AIRC) and the National Association for College Admission Counseling (NACAC) work with agents to recruit international undergraduate students.<\/p>\n<p>The THRIVE Act, in its current form, is not the first time that US educators have been banned from offering agents incentives-based compensation for recruiting international students. Until 2013, the National Association for College Admission Counseling (NACAC) had also prohibited this practice.
